Since February 2025, Newfoundland and Labrador has used a two-stage Expression of Interest model for its economic immigration selection. Candidates or employers first submit an EOI; selected EOIs receive an Invitation to Apply (ITA), and the full application follows.

Two immigration systems

NLPNP and AIP are related to the province — but they are not the same program

This distinction is important. The NLPNP is Newfoundland and Labrador’s provincial nominee program. AIP is a separate Atlantic employer-driven permanent-residence pathway administered with the federal government.

01 · NLPNP Express Entry Skilled Worker

This category is for candidates already accepted into IRCC’s Express Entry pool who also have a qualifying full-time job or job offer from an eligible Newfoundland and Labrador employer.

Employment check

The offer must meet provincial employment standards and prevailing wage requirements and come from an eligible Newfoundland and Labrador employer.

Authorization / employer check

The employer generally needs a valid JVA or LMIA, unless the applicant has valid work authorization for the identified full-time position or another applicable exception.

Language: the applicant must have a valid English or French test meeting the requirements of the federal Express Entry program under which they qualify. A provincial nomination supports the Express Entry route, but the federal Express Entry requirements still matter.

02 · NLPNP Skilled Worker

The Skilled Worker category is a broader employer-supported NLPNP route for people with a full-time job or job offer from an eligible Newfoundland and Labrador employer.

PGWP holders: the province’s Skilled Worker information states that applicants holding a Post-Graduation Work Permit should use the appropriate graduate route rather than this category. The current category-specific rules should be checked before filing an EOI or application.

03 · NLPNP International Graduate

This category is for eligible international graduates who hold a valid Post-Graduation Work Permit (PGWP) and have a qualifying full-time job or job offer from a Newfoundland and Labrador employer.

Field of study

The position should generally relate to the applicant’s Canadian field of study. The province publishes specific exceptions for Memorial University and College of the North Atlantic graduates when the position meets listed criteria.

Out-of-province Canadian graduates

The province states additional conditions for graduates of recognized public institutions outside Newfoundland and Labrador, including a direct field-of-study connection and working in Newfoundland and Labrador for at least one year before applying.

04 · Atlantic Immigration Program (AIP) — Newfoundland & Labrador

AIP is an employer-driven pathway to permanent residence for eligible skilled foreign workers and international graduates who want to live and work in Atlantic Canada. In Newfoundland and Labrador, every candidate needs a qualifying job offer from a designated employer.

Atlantic graduate exemption

Recent graduates of recognized Atlantic post-secondary institutions may be exempt from AIP’s work-experience requirement when they meet the federal study, residence and timing conditions.

Do not confuse “designated employer” with “guaranteed immigration.” Employer designation is only one program requirement. The job offer, provincial endorsement, candidate eligibility, admissibility and federal permanent-residence decision are separate steps.

This category is for experienced business owners or senior managers who intend to live permanently in Newfoundland and Labrador, start or buy a business, actively manage it and satisfy the program’s business requirements.

Business structure matters: passive investment and several listed business types are not eligible. A business plan and verified financial documentation form part of the category requirements.

06 · NLPNP International Graduate Entrepreneur

This category is for eligible recent graduates of Memorial University or College of the North Atlantic who have already started or bought a Newfoundland and Labrador business and actively managed it for at least one full year.

Local graduate + real operating business: this is not simply a “business idea” category. The province requires an operating local business and other criteria, including job creation and an EOI/ITA process.

What should be checked before an application strategy is built?

The exact document list changes by category, but these checkpoints prevent the most common “right program, wrong details” problems.

1Job & NOC

Correct NOC, TEER, duties, wage, hours, duration and whether the position meets the chosen category.

2Employer

Employer eligibility, JVA/LMIA/work-authorization position where applicable, or AIP designation and endorsement steps.

3Status

Current Canadian status, permit type and remaining validity where the category requires a minimum period.

4Language

Required approved test, minimum level and validity through the relevant application stage.

Common misunderstandings

Three things to know before relying on a Newfoundland & Labrador pathway

“I meet the minimum criteria, so I will get an ITA.”

No. The province explicitly says its prioritization criteria guide selection and do not guarantee an invitation. Priorities can change with labour-market needs and allocations.

“AIP designated employers are a government job list for applicants.”

No. AIP is employer-driven, but the program does not match candidates with jobs. A qualifying offer must come from a designated employer.

“NLPNP and AIP are interchangeable.”

No. They are different programs with different requirements and outcomes at the provincial stage, even though both use Newfoundland and Labrador’s EOI intake model.

Newfoundland & Labrador immigration FAQs

Do I need a job offer for the NLPNP worker categories?

The Express Entry Skilled Worker, Skilled Worker and International Graduate categories all require a qualifying full-time Newfoundland and Labrador job or job offer under their current rules. The detailed employer, TEER, wage and authorization requirements differ by category.

Does submitting an EOI mean I have applied to the NLPNP or AIP?

No. The EOI is the first stage of the province’s two-stage economic immigration selection process. If selected, an Invitation to Apply permits the full application to be submitted.

How long do I have after receiving an ITA?

The province’s EOI FAQ states that an individual or employer has 60 days after the ITA to submit the complete NLPNP or AIP application.

Can a PGWP holder apply under the International Graduate category?

Yes, if the category criteria are met. The province requires a valid PGWP with at least four months remaining at the time of the NLPNP application, plus the qualifying employment and other criteria.

Can an AIP candidate apply from outside Canada?

Yes. Newfoundland and Labrador states that AIP can be used by eligible individuals outside Canada as well as people in Canada on valid status. A qualifying designated-employer job offer and the other program requirements are still necessary.

Does AIP require work experience?

Generally yes, but the federal program has an exemption for eligible recent graduates of recognized post-secondary institutions in Atlantic Canada who meet the specified study and residence conditions.

Are entrepreneur categories direct passive-investment programs?

No. The entrepreneur categories require active business involvement and management. The International Entrepreneur category also has investment, net-asset, experience, job-creation and other requirements.
