Federal Skilled Worker Program (FSW)

The Federal Skilled Worker Program is for skilled workers with qualifying foreign or Canadian work experience who want to become permanent residents through Express Entry.

Minimum Work Experience

  • Must be in NOC TEER 0, 1, 2 or 3.
  • Must be in the same NOC as your chosen primary occupation.
  • Must be paid work and obtained within the last 10 years.
  • Must include at least 1 year of continuous work or 1,560 hours.
  • Student work may count if it was paid, continuous and meets all other FSW requirements.
  • Self-employed skilled work can count for FSW selection-factor purposes when it meets the rules.

Education & Language

Education

A Canadian secondary/post-secondary credential can qualify. Foreign education requires a completed credential plus an Educational Credential Assessment (ECA) for immigration purposes.

Language

You need at least CLB 7 in English or NCLC 7 in French in all four abilities for your first official language. Approved test results must be valid when required by IRCC.

67-Point FSW Eligibility Test

After meeting the minimum requirements, you need at least 67 points out of 100 under the FSW selection factors. This is separate from your CRS score.

Important distinction: arranged employment can still provide FSW eligibility/selection-factor points when IRCC's valid-job-offer rules are met, even though job offers no longer receive the former 50 or 200 CRS points.

Proof of Funds

Most FSW applicants must show the current IRCC-required settlement funds for their family size. The amount is updated periodically.

You do not need FSW proof of funds if you are currently legally able to work in Canada and have a valid job offer from a Canadian employer under IRCC's rules.

Where You Can Live

You must plan to live outside Quebec. Provincial nominees must settle in the province or territory that nominated them.
