OINP Employer Job Offer: International Student Stream
The Ontario Immigrant Nominee Program (OINP) Employer Job Offer: International Student Stream allows eligible international graduates from Canadian institutions to apply for permanent residence if they have a permanent, full-time job offer from an employer in Ontario. This pathway is designed to help Ontario retain skilled graduates who can contribute to the province’s workforce and economic growth.
Candidates must first create an Expression of Interest (EOI) profile with OINP. Ontario periodically conducts draws and invites the highest-ranking candidates to apply for provincial nomination. After receiving a nomination from Ontario, applicants can apply to Immigration, Refugees and Citizenship Canada (IRCC) for permanent residence.
Student Eligibility Requirements
To qualify for this stream, applicants must meet the following criteria:
1. Educational Qualification
Must have completed an eligible program at a Canadian post-secondary institution.
The program must be:
A degree or diploma program of at least two years, or
A one-year graduate certificate, diploma, or degree that requires a completed degree as an admission requirement.
2. Recent Graduation
The application must be submitted within two years of completing the educational program.
3. Job Offer Requirement
Must have a permanent, full-time job offer from an eligible Ontario employer.
The position must fall under TEER 0, 1, 2, or 3 occupations under the National Occupational Classification (NOC).
The wage offered must meet or exceed the median wage for the occupation in Ontario.
4. Work Location
The applicant must intend to live and work in Ontario.
5. Legal Status
If applying from within Canada, the applicant must have valid legal status (work permit, study permit, or visitor status).
Eligible Programs and Courses
Eligible educational credentials must be obtained from a publicly funded Canadian college or university. The following programs generally qualify:
Bachelor’s, Master’s, or PhD degrees
Two-year college diplomas
Graduate certificates or postgraduate diplomas (minimum one year) that require a prior degree for admission
The program must be completed on a full-time basis.
Programs that are primarily distance learning or part-time study generally do not qualify.
Employer Eligibility Requirements
Employers offering jobs under this stream must meet specific criteria to ensure the position is genuine and sustainable.
1. Business Requirements
- The employer must have been actively operating in Ontario for at least three years.
- The business must have a physical premises in Ontario where the applicant will work.
2. Revenue Requirements
- If the business is located in the Greater Toronto Area (GTA):
- Minimum annual gross revenue of $1,000,000
- At least 5 full-time Canadian citizens or permanent residents employed
- If located outside the GTA:
- Minimum annual gross revenue of $500,000
- At least 3 full-time Canadian citizens or permanent residents employed
3. Genuine Job Offer
- The job must be permanent and full-time (minimum 30 hours per week).
- The role must be essential to the employer’s business operations.
- The employer must comply with Ontario employment and labour laws.
Application Process
1. The employer submits the job offer details through the OINP Employer Portal.
2. The candidate creates an Expression of Interest (EOI) profile.
3. Ontario conducts EOI draws and invites candidates with competitive scores.
4. Invited candidates submit a complete application to OINP.
5. Once nominated by Ontario, the candidate applies to IRCC for permanent residence.
Expression of Interest (EOI) System
The OINP uses an EOI points-based system to rank candidates. Points are awarded based on factors such as:
- Job offer wage and occupation
- Canadian education
- Field of study
- Location of employment in Ontario
- Canadian work experience
- Language ability
Ontario regularly conducts draws and invites candidates with the highest scores or those in targeted occupations.
