Our role is employer-focused recruitment and immigration support—not the sale of employment. We work with employers who have a genuine position to fill and who are prepared to meet applicable Canadian and provincial employment, recruitment and immigration requirements.

Screening & Shortlisting Review relevant experience, qualifications, licences and suitability before employer interviews.
Interview Coordination Help organize employer interviews while the employer retains the hiring decision.
Recruitment Compliance Help employers understand applicable B.C. recruitment obligations and federal foreign-worker requirements.
Immigration Support Where needed, the regulated immigration team can separately assess LMIA, LMIA-exempt or work permit requirements.

Our Employer Recruitment Process

1. Employer Consultation

We first understand the employer's business, genuine vacancy, hiring history, job duties, wage and workforce requirements.

2. Compliance Review

We identify applicable B.C. employer-registration requirements and determine whether the contemplated hiring route may require an LMIA or another immigration process.

3. Genuine Candidate Search

Candidates are considered against the actual job requirements. The objective is to find a suitable worker—not to manufacture a position for immigration purposes.

4. Screening & Employer Interview

Potential candidates are screened and presented to the employer. The employer interviews candidates and makes the final hiring decision.

5. Employment & Recruitment Documentation

The employer proceeds with genuine employment documentation and any required recruitment records, wage requirements or provincial compliance steps.

6. Immigration Process, If Required

If the selected worker needs an LMIA, LMIA-exempt work permit or other immigration authorization, the applicable process is assessed separately. Approval is always determined by the responsible government authority.

B.C. Employer & Recruiter Compliance

  • B.C. foreign worker recruiters must hold the required provincial recruiter licence unless an exemption applies.
  • B.C. employers recruiting foreign nationals generally need a valid provincial employer certificate of registration unless they fall within an exemption.
  • Recruitment contracts, records and disclosures must comply with the Temporary Foreign Worker Protection Act and applicable regulations.
  • Federal LMIA, work permit and employer-compliance requirements are separate from B.C.'s provincial recruitment rules.

Foreign Worker Protection — No Recruitment Fee for the Job

  • A foreign worker is not charged a recruitment fee or employment-placement fee for securing the job.
  • An employer cannot recover its recruitment expenses by reducing the worker's wages or benefits.
  • Employment terms, wages, duties and working conditions must be represented accurately.
  • Recruitment does not guarantee a visa, work permit, LMIA, nomination or permanent residence.

Recruitment Services & Immigration Services Are Separate Roles

If recruitment services are provided to an employer and immigration services are also provided to the foreign national who will work for that employer, the applicable disclosure, consent and written-contract requirements must be followed. The nature of the services for each party should be transparent.

B.C. Foreign Worker Recruiter Licence

Recruiter licence status can be independently checked through the official B.C. Employment Standards registry. The website should display only Sia's latest valid licence certificate—not the expired 2020–2021 image currently on the old page.

Important: recruitment services do not guarantee that an employer will receive a positive LMIA or that a foreign national will receive a work permit or permanent residence. Each government application is assessed independently under the rules in effect at the time of application.
