Express Entry rounds of invitations: Category-based selection

In category-based rounds of invitations, candidates who meet specific criteria established by the Minister are invited to apply for permanent residence. These criteria include language proficiency, work experience in specific categories of the National Occupational Classification (NOC), and educational qualifications. Category-based rounds complement general and program-specific rounds by inviting high-ranking candidates who can contribute to achieving specific economic goals.

The chosen categories for each round will be announced in advance. The selection of categories is based on labor market information, projections, and input received from partners such as provinces, territories, and stakeholders nationwide. Each year, a report will be submitted to Parliament that details the categories chosen in the previous year, the rationale and methodology behind their selection, instructions for establishing the categories, and the number of invitations issued for each category.

Candidates with a provincial or territorial nomination will continue to be invited through general rounds and Provincial Nominee Program-specific rounds. These candidates have demonstrated the necessary skills, education, and work experience to contribute to the economy of their respective province or territory.

For the year 2023, the following categories have been selected:

1. French-language proficiency
2. Healthcare occupations
3. Science, Technology, Engineering, and Math (STEM) occupations
4. Trade occupations
5. Transport occupations
6. Agriculture and agri-food occupations

To be eligible for an invitation through a category-based round, candidates must meet all the requirements specified in the instructions for that round. During category-based rounds of invitations, candidates in the pool who fulfill the category requirements will be ranked, and invitations for permanent residence will be extended to the highest-ranking candidates.
