A pathway to strengthen the Canada-Hong Kong 150 years old ties

150 years ago, the first Hong Kong residents arrived in Canada and the ties have only grown stronger with time.

With the recent change in Hong Kong’s National Security Law and the cases of disrespect for human rights violations rising in Hong Kong, Canada is committed to the cause of persecuted nationals and enabling provisions to settle in Canada. Honourable Macro E.L. Mendicino, Minister of Immigration, Refugees and Citizenship (IRCC), the Government of Canada announced several initiatives in support of immigration from Hong Kong to Canada in the month of November 2020.

Continuing with the trend, Minister Mendicino announced that the residents of Hong Kong can apply for open work permits, with effect from 8th February 2021. These work permits will be valid for 3 years, enabling them to gain valuable employment experience and actively participate in the socio-economic life of Canada. Certain eligibility criteria to apply for the open work permit has to be fulfilled such as the applicant must have graduated with a Canadian post-secondary diploma or degree in the last 5 years, or hold a foreign equivalent. A post-secondary diploma must be of a minimum 2 years.

Who all can apply?

All the Hong Kong residents currently living temporarily in Canada, including visitors, students and workers, can apply online. All those applying from outside Canada may not be able to come to Canada owing to the travel restrictions unless they have a job offer or qualify for travel exemption subject to fulfilling public health requirements.

Yet another relief for Hong Kong residents to become permanent residents of Canada, the government will roll out two other pathways by the end of 2021. The first being for applicants with one year work experience in Canada, who meet the language and education criteria. The second being for applicants who have graduated from a post-secondary institution in Canada. Stay tuned for more updates.

P.S. These measures apply to the Hong Kong residents who hold Hong Kong Special Administrative Region (HGSAR) or British National (Overseas) passports.

Canada to announce Immigration Levels Plan 2022-2024 by February

This will be the first Immigration Levels Plan announcement since October 2020. It will be announced by February 11, 2022. The Canadian government will provide a major update by February when it announces its Immigration Levels Plan 2022-2024.

The announcement will contain Canada’s immigration targets for this year, and the next two years, as well as the number of new immigrants Canada will seek to welcome under its various economic, family, and humanitarian class programs. It will be the first such announcement since Canada made the surprise announcement in October 2020 it would seek to welcome over 400,000 new immigrants per year moving forward, or about 40,000 more per year than its previous targets.

Under the current Immigration Levels Plan 2021-2023, Immigration, Refugees and Citizenship Canada (IRCC) is looking to welcome 411,000 new permanent residents to Canada this year. In 2021, IRCC achieved its goal of landing 401,000 immigrants which is the highest level in Canadian history. IRCC made the target last year amid the challenging pandemic environment by focusing on transitioning temporary residents currently living in Canada to permanent residence. The current plan aims to welcome 241,500 economic class immigrants to Canada this year through the likes of Express Entry, the Provincial Nominee Program, Quebec’s programs, among other pathways. This accounts for 59 per cent of Canada’s immigration target.IRCC is looking to welcome 103,500 family class immigrants through the Spouses, Partners, and Children Program and the Parents and Grandparents Program. This is 26 per cent of IRCC’s immigration target. The remaining 66,000, or 15 per cent of the newcomer target, will be welcomed to Canada on refugee and humanitarian and compassionate grounds.

What may change, however, is the total number of immigrants Canada chooses to target in the coming years. On the one hand, the Canadian government may be satisfied with their already ambitious targets and decide to keep them as is. This would mean simply continuing to slowly increase annual admissions now that the baseline is over 400,000 immigrants. By way of comparison, the baseline was about 250,000 immigrants annually up until 2016. Another consideration is the Canadian government may want to refrain from significant increases so it can work towards tackling its backlogs which currently stand at 1.8 million permanent and temporary resident applicants waiting in the queue.

On the other hand, Fraser has indicated an openness to increasing the targets even further depending on stakeholder feedback. The minister noted he would listen to the likes of community groups and employers to see whether they have a desire to welcome more immigrants. One may argue that Canada’s immigration targets are already high, and the government should put the brakes on higher levels for a few reasons. Backlogs need to be contained, communities across the country have housing affordability issues, and historically speaking, welcoming immigrants amid periods of economic downturn has hurt the labor force outcomes of newcomers. What is certain is we will not be guessing for long as the February 11 deadline is just around the corner.

Express Entry Canada holds first draw of 2022

Express Entry is the application management system for Canada’s three most popular immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program. PNP candidates in the Express Entry pool have already qualified for one of these programs.

In the first Express Entry draw of the year, IRCC invited only PNP candidates to apply for permanent residence.Canada is starting the new year with inviting 392 Express Entry candidates to apply for permanent residence.

In the January 5 draw, Immigration Refugees and Citizenship Canada (IRCC) only invited Provincial Nominee Program (PNP) candidates. The Comprehensive Ranking System (CRS) score cutoff was 808. The PNP candidates will get an automatic 600 points added to their score when they receive their nomination, which is why the score seems to be high compared to other invitation rounds.

IRCC has only been holding PNP draws since September. According to an internal briefing memo, IRCC has been focusing on PNP candidates as immigration officers are processing a backlog in applications. The immigration department wants to cut Express Entry backlogs in at least half before inviting candidates from other programs.

New year, New Express Entry

The Canadian government has suggested that they have planned to make changes to Express Entry this year. In the year 2021 federal budget, the Liberal government proposed to give the immigration minister more flexibility to invite Express Entry candidates that meet Canada’s labor market needs. Later in the year, Prime Minister Justin Trudeau asked Immigration Minister Sean Fraser in a mandate letter to expand permanent residence pathways for international students and temporary foreign workers via Express Entry. At this time, no further details have been released publiclyon the same. Also, Express Entry-eligible occupations may change when the new Training, Education, Experience and Responsibilities (TEER) system comes into effect, and replaces the current National Occupational Classification (NOC) skill levels. For now, Express Entry only recognizes work experience from NOC 0, A, and B occupations. This type of classification will be changed when TEER comes into force in late 2022. Immigrants will have to be prepared for the changed policy.

Canada only held program-specific Express Entry draws for PNP and Canadian Experience Class (CEC) candidates in 2021. It was the first year in the history of Express Entry that no Federal Skilled Worker Program (FSWP) candidate was invited to apply. Before the pandemic, FSWP candidates were the main source of Express Entry immigrants.
FSWP candidates are more likely to be applying from outside of the country, compared to PNP or CEC candidates. Last year, IRCC focused more on admitting applicants who were already in Canada due to travel restrictions. CEC candidates are most likely to be in Canada already, since they are required to have at least one year of Canadian work experience. PNP candidates are already nominated for immigration by the provinces, which means they have demonstrated that they can help support regional labor markets.

Express Entry: Canada holds biggest PNP draw in 2021

Express Entry is the application management system for Canada’s three most popular immigration programs: the Canadian Experience Class, the Federal Skilled Worker Program, and the Federal Skilled Trades Program. PNP candidates in the Express Entry pool have already qualified for one of these programs.
Canada is aiming to welcome the highest levels of immigration in its history to support its post-COVID economic recovery. Under its 2021-2023 Immigration Levels Plan, Canada is seeking to welcome over 400,000 new immigrants per year.Nearly 60 per cent of these new arrivals will come to Canada as skilled workers. Express Entry is the main way that Canada processes skilled worker applications.
On December 10, 2021, Canada announced a fresh batch of invitations to Express Entry candidates. The most recent Express Entry draw targeted those who had received a provincial nomination certificate. Canada invited around 1,032 candidates with a minimum CRS score of 698 to apply for permanent residence. The Provinces continueto invite foreign workers directly from the Express Entry pool, notwithstanding the suspension of all-program draws. Under the Express Entry procedure, Canada has welcomed nearly 14,000 PNP candidates this year. While Canada suspends all program draws, provinces continue to use the Express Entry pool to pick nominated applicants to satisfy local labor market needs.
Candidates nominated through an Express Entry-aligned nominee scheme earn 600 points added to their CRS score. As a result, the CRS cut-off for PNP-specific withdrawals is often substantially higher than the CRS cut-off for draws for other federal programs. The lowest-ranking contender had a CRS score of 98 prior to winning a provincial nomination.
Since Express Entry was launched in 2015, Immigration, Refugees and Citizenship Canada (IRCC) has only held 38 PNP-only draws. Most times they render less than a thousand invitations, except for this draw and the June 23 draw when 1,002 were invited.IRCC has only been holding PNP draws since September. This is now the seventh such draw in a row. In the previous Express Entry draw, IRCC invited 613 candidates with scores of at least 737.

Throughout the year, IRCC has only held Express Entry draws that target candidates from the PNP and Canadian Experience Class (CEC).
The strategy was supposed to allow IRCC to focus on admitting immigration candidates who were likely already in the country. Candidates who were applying for Canadian immigration from abroad were not allowed to cross the border for the purpose of activating their permanent residency status until June. However, an IRCC briefing note reveals that focusing on inland candidates, as well as creating the Temporary Residence to Permanent Residence (TR to PR) pathway created a large backlog of candidates.

Canada to take 4.2 lacs Immigrants in 2022

Canada is known for its quality of life along with a work life balance. There are various people who dream to study in the Canadian provinces and settle in the country. This article will give a brief knowledge to the people who are planning to move to Canada for their education, for Earning and living in Canada. A city full of immigrants incorporates a wide space of educational universities, diversity and culture and is ranked as world’s eighth largest country with the immigrant population.
In November 2017, the Government of Canada had announced a plan togradually increase the number of immigrants over the next three years. As a result, immigration will trend toward 1% of Canada’s population in 2020.In today’s time, Canada is targeting the highest level of immigration in its history. The only time Canada welcomed over 400,000 immigrants in a year was in 1913, when it admitted 401,000 newcomers and It has never come close to this figure again till date.
The Immigration Levels Plan is the most important immigration announcement made by the Government of Canada each year. It outlines the number of new permanent residents Canada aims to welcome over the coming years, and what categories Canada aims to admit them under. Canada welcomes immigrants under the following categories: economic; family; refugee; and humanitarian and compassionate grounds. Earlier this year, on March 12, the federal government announced Canada would aim to welcome over one million new permanent residents between 2020 and 2022. Days later, Canada had to shut its borders due to the COVID-19 pandemic. As a result, Canada will likely fall well short of the 341,000 immigration target it set for this year, however it has been holding Express Entry draws throughout the pandemic that will result in Canada breaking its Express Entry record this year. In addition, Provincial Nominee Program (PNP) draws remain ongoing. So, the 2021-2023 Immigration Levels Plan aims to welcome about 60 per cent of all immigrants under economic class programs, including through Express Entry and the Provincial Nominee Program.
Canada elections were recently held, and a new Immigration Minister Sean Fraser was appointed. The minister is responsible for Immigration, Refugees and Citizenship Canada, which is the federal department responsible for immigration, refugee, and citizenship issues in Canada.A change in Minister in charge of immigration can have implications for immigration policy.
The Reason why Canada is maintaining high levels of immigration is to offset the negative economic and fiscal impacts of its aging population and low birth rate.  Canada has one of the world’s oldest populations, with nearly 18 per cent of its population being age 65 and over. It also has one of the world’s lowest birth rates at 1.47 births per woman. Because of which Canada will face challenges in growing its economy and supporting the government spending in the future. These challenges can be alleviated by welcoming more immigrants to support labor force and economic growth.
Canadian policies are reviewed every year and are updated as per the latest norms and regulations. While we talk about the PR status in the country, the best way to get through PR is through your education. There are numerous PR programmed in Canada that can let you acquire PR while you are studying in the country. Canadian Experience Class Programme

CEC is one of the most convenient and integral programmes under IRCC. This particular programme is designed for the temporary foreign workers and students in order to help them apply for their work experience and education respectively to acquire permanent residency in the country. The process is not easy as it seems to be however, it is important to be aware of all the eligibility criterias that befall for the processing of applications.

Applicants applying in Canadian Experience Class pool aspire to square their existence in Canada permanently and in turn meet all ends only when the individual has worked in Canada for an year at least. Temporary Foreign workers are best suited in this category as these workers in a way already feel settled in Canada and gain strong network connections in the Canadian society and culture. This programme is also one of the Canadian Immigration programmes following the same rules of Express Entry Pool where the recognition from the Government of Canada is an important factor.

To apply, the first and foremost requirement is to submit the Expression of Interest and make an online Express Entry profile. The eligibility of the candidates will depend on the Comprehensive Ranking System (CRS) score that will be provided on the basis of the information mentioned in the Express Entry profile of each individual. Applicants applying in this programme might possibly have to remain in Canada, also, individuals no longer living in Canada can avail the opportunity to apply for the Canadian Experience class programme, within the period of 3 years before leaving their job.

Individuals who have been working as a high skilled professional confer in the rule board and are either in for the programme or are ruled out. Work experience in few classified categories namely, NOC, A, B OR O in Canadian Experience Class programme assure you Permanent Residence in Canada. This programme might sometimes be a hamper to the various International students in a way, if these students after completing  their educational degree are able to hold themselves on the basis of their work permit and work as a full time skilled or professional worker for at least a year, they can still apply for the Canadian Experience class programme.

Eligibility Criteria

Mentioned below are few points to keep in mind :

  • Full time skilled or professional  work experience of at least an year or consecutive part time skilled or professional work experience within 3 years before applying.
  • Skilled work experience should possibly be categorised in one of the following eligible occupations,
  • Skill Level O (Managerial jobs)

  • Work experience gained while being a student or self employment does not cipher to the minimum requirement for this programme.

The possibility of migration between institutions on shore

Canada is known for its quality of life along with a work life balance. There are various students who dream to study in the Canadian provinces and settle in the country. This article will give a brief knowledge to the international students applying in Canada for their education. A city full of immigrants incorporates a wide space of educational universities, diversity and culture and is ranked as world’s eight largest country with the immigrant population. Canadian policies are reviewed every year and are updated as per the latest norms and regulations. While we talk about the PR status in the country, the best way to get through PR is through your education. There are numerous PR programmes in Canada that can let you acquire PR while you are studying in the country.

In order to change your programme or change your particular institution, it requires a proper process to be followed wherein, certain factors are supposed to be considered before amending the changes in order to avoid any kind of disruption in the process. One of the major factors is the credit transfer, which can save you upto $1000. Following that is another factor which is applicable to student who has finished one year of study in Canada in the same programme wherein may be the student wants to change their course of study and wishes to pursue another programme, however, there is a possibility that the students can pursue a post graduate programme depending upon their undergraduate programme in order to get more points in permanent residency. Also, it is advised to do the second year of study in a province where you can get PR easily.

Also, before thinking of changing your programme make sure that you change your DLI (Designated Learning Institute) number, in addition to choosing a programme or the institution through which you are eligible to receive the post graduate work permit as all institutions do not provide that. While we majorly talk about credit transfers, the BC transfer system is one of the best methods. In a broader sense, transferring refers to the process of the programme being recognised from one institution to another. British Columbia institutions offer many programmes wherein the students can complete the two years of credit and transfer to another institution. Therefore, transfer between non degree programmes is also possible.

The transfer system certainly gives an opportunity to the students to start a diploma in the institution of their choice and if need be, may complete the degree from another institution depending upon their choice and reason for change of programme. Since the quality of education is excellent in British Columbia, it gives a flexibility of following two paths, the first being the direct route, wherein the students takes admission in post secondary institution directly from high school or the second route is the transfer route wherein the student starts at one institute and finishes the course in another. The process of transfer totally depends upon the justification given by the student as content of the programme must match with the course.

Last but not the least, to let you know more, there are chances when the transfer credit of the students may be rejected, if the student opted for one course without realising that there are programmes that require two course combinations or you took the course long ago, or you fail in the course. Therefore, before making any change the students must be aware of all the guidelines to avoid any kind of confusion.

In case the candidate receives PN, it is quite possible that the candidate is awarded with 600 extra points in the CRS score. The third way to get permanent residency is through the family sponsorship visa wherein the permanent Canadian residents or the citizens who have crossed the age bar of 18 years have the right to sponsor their spouse or relative and make them work and live in Canada. Impact on Canadian Immigration due to Federal Election

Most likely the Canadians will head to the ballots on 21st September 2021 as the Prime Minister Justin Trudeau calls for the imminent action related to the federal election. The members of the house of commons will be elected with due respect wherein the recent research shows an ongoing clinging towards the Liberal party in order to form the majority government. While we lay our eyes on the majority government, it holds a major share of owning around 338 seats of the parliament with the progression of being able to make major and independent decisions about new law enforcements in the parliament.

The Federal Elections jinxed the people in a way that it led to the uncertainty in their mind. Conferring to the results of 2019 elections, wherein Trudeau’s Liberal Party did lose majority of the seats, however the Conservative Party led by Erin O’Toole and the Liberal Party, both belong to the same school of thought being in favour of economic immigration. Well, nothing changes overnight and the truth is that soon after the new governing party comes in power, the process of aligning with government policies and rules starts taking place and the authorities are guided by the mandate letters of immigration issued by the Prime Minister.

Talking about the effort and participation of the Canadian Liberal Party, the immigration process was not as smooth as it should be due to the pandemic. Undoubtedly, pandemic struck every strata of society and in no time the Federal Government of Canada announced restriction to non essential travelling and following of strict safety measures. Also, the Economic Response Plan was put into action in order to provide financial aid to the workers and organisations to keep going in these threatening times. The anticipation lies in the fact that if Liberals come in power again in 2021, all the targets related to the immigrations policies shall likely be achieved steadily.

In addition, Canada’s Conservative Party keeps a keen interest in immigration, moreover the party initiated the Express Entry System during its tenure. A surplus of around 108,500 foreign skilled workers are invited through the express entry system ensuring to increase the number of points needed to be admissible through the Express Entry System. Lastly, it is believed that people in power can easily aggravate the process of bringing in new comers to Canada while having an improvisation in the field of International Human Rights along with providing ongoing opportunities in new fields.

Canada raises $100 million to welcome the new buds for better economy

IRCC, an official body representing the government of Canada that deals with the immigration affairs, refugees and citizenship. Holding an eminent recognition in all the provinces of Canada, IRCC acts as a beneficial aspect in providing financial support to the newcomers in Canada in order to grow the local communities and achieve an impeccable economic growth of the country. In consideration to the financial aid being provided, IRCC raises funds of $100 million to allocate the needs of the newcomers during the pandemic and make settlement services plans available for the newcomers.

The fund appraisal is expected to be rolled out over next three years, however, this lump sum money is provided by the Immigration Department’s Service Delivery Improvement programme (SDI). Certainly, the allocation of resources through this delivery system will be contemplated in terms of pandemic and post pandemic context. It is very important to be aware of the various new projects offered under the catalogue of settlement service providers in multifarious domains, for example, language learning, skill development, employment concerns and community connections.

While revamping the older information, IRCC chose 78 projects in the year 2020 for the better integration of the new buds in Canada while allocating a heavy amount of fund appraisal in order to equalise the settlement services sector post pandemic. The ongoing pandemic led to the settlement services at online portals. In addition to that, the settlement services programme has gained prominence in the Canadian Immigration System as the upcoming SDI projects have made the newcomers evolve with a distinguished learning experience along with the proficiency in language learning skills and aided the people to connect with the local organisations.

This programme is one of the remarkable programmes of allocating $100 million by IRCC in Canada that makes the economic immigrants, refugees, permanent residents and protected persons eligible for the opportunity. In the latest IRCC report, a greater number of newcomers are through with the settlement services programme and are satisfied with the services provided under the programme. The report also showcased the fact that more than one million new buds became a part of the settlement services in Canada. According to the Immigration Levels plan, Canada will be welcoming around 401,000 newcomers in no less time thereupon making IRCC spend $2 billion per year on grants and the settlement programmes, the highest amount raised till date.

PGP Program 2021 Canada to Invite 30000 Applications

Canada plans to acknowledge up to 30,000 extra applications, giving more Canadians and permanent residents’ opportunity to carry their parents and grandparents to Canada. The PGP expression of interest window began in the week of 20 September 2021 and invitations will be sent in two weeks.
Now it is easy to bring your parents and grandparents to Canada as you have an opportunity to sponsor them under the newly announced Parents and Grandparents (PGP) Programs 2021. IRCC will hold a draw from the week of 20 September 2021, to invite 30,000 Canadians to submit their sponsorship applications.

Canada’s PGP Program 2021
The PGP Program 2021 is unique as it gives opportunity to your parents and grandparents to enjoy all the benefits of Canadian permanent residence including having an option to work in Canada, get full protection under Canadian law, and attain health care with the Charter of Rights and Freedoms. Even they can also apply to be a Canadian citizen once they meet the eligibility criteria. The announced program has an intake capacity of 30,000 applications. Approved applicants will receive Canadian Permanent Residency and eventually they will be able to apply for Canadian Citizenship.

Eligibility Criteria
To be eligible for this program, you must:

  • Be 18 years of age or older.
  • Be a Canadian citizen and permanent resident of Canada or a registered Indian under the Canadian Indian Act.
  • Have applied through IRCC’s website between 13 October 2020 (12:00 PM EDT) and 3 November 2020 (12:00 PM EST).
  • Exceed the minimum income level (need to submit the proof of income to IRCC).
  • Have to submit notices of assessment (for the minimum income requirement) issued by the Canadian Revenue Agency (CRA).

Furthermore, you should be ready to support the sponsored person financially for 20 years. Also, you should have to repay for all social benefits availed by the sponsored person for a period of 20 years. If you are a Quebec resident, an additional “undertaking” must be signed.
How You Can Apply
The application process for the PGP is a bit different for 2021. Invitations are selected randomly via a draw from the pending list of potential sponsors who have submitted applications in 2020. If you are invited to apply to be a sponsor to your parents and grandparents, again you will have two options:
1.    You must apply to become a sponsor.
2.    Your parents or grandparents must apply for permanent residence.

You need to submit both the sponsorship and the permanent residence applications together online at the same time. The status of your application will be cleared within 2 months with deadline detail on your invitation.  Your invitation will be generated online on the mail that you have provided to the department during the time of application submission. This year, applications will be accepted only via online mode.  This is another chance for those who are not drawn during the PGP window 2020 closed on 3 November. Still, you have doubts and questions regarding the PGP 2021, contact Sia Immigration, your first step and the last stop to Canadian immigration.

Canadian Experience Class Immigration Program

The “Canadian Experience Class” can be defined as an immigration program that supports temporary foreign workers and students to apply for permanent residency in Canada on behalf of their work experience in the country. This program is the simplest and the fastest route to permanent Canadian residency as the process just requires a near 6 months or may be less. This program uses a “Comprehensive Ranking System” (CRS) to select the interested candidates and is managed under the “Express Entry System”. The applicants receive an invitation to apply for permanent residence based on the competitive CRS score.
There are few requirements for the candidate to fall under this category and to apply for the Canadian Experience Class program are as follows-

  • The candidate must have skilled work experience in Canada for at least one year in a full-time job (30 hours per week/ 1560 total hours in one year) or an equivalent amount of part-time job (15 hours per week/ 1560 hours in 2 years).
  • The experience should have been acquired within the last 3 years from the date of application.
  • The candidate must have worked in Canada with temporary resident status with authorization to work.
  • This program is not available for foreign people who do not have recent work experience in Canada.
  • Your employment duties must fall under the NOC code skill level O, A, or B.
  • Your work experience in Canada should be genuine and legally obtained.
  • Certain medical conditions or criminal offenses may make the candidate ineligible to apply for it.
  • A candidate’s work experience will not be counted if he/she was engaged in full-time studies in Canada.
  • Students can score good points in CRS rankings if they went to high school or post-secondary institutions and have a certificate, diploma, or degree from a Canadian institute.
  • Language- The candidate must reach a Canadian Language Benchmark level 7 on an approved English or French language test for NOC skill level O, or A jobs. And reach a CLB 5 for NOC B jobs.
  • The candidate must be ready to live outside the province of Quebec.

So, concluding it, we can say that the Canadian Experience Class is a program that allows a class of temporarily residing foreign people to live permanently in Canada based on their work experience, education, and contribution towards the country as temporary citizens. They can easily become a permanent citizen in very less time if meet the above-required eligibility criteria with the documents proof.

Big Breaking News: 2 New Immigration Pathways Are Open for Hong Kong Youths

Canada has introduced 2 new pathways for Hong Kong residents to get permanent residence here. New immigration measures are taken to support Hong Kong residents who are recent graduates or already in the country on a working visa.
Obtaining permanent Canadian residency is easy for Hong Kong residents, particularly for those who are young fresh graduates from Canada or on a temporary work permit to gain employment experience. As another relief, Canadian immigration has announced immediate measures to help Hong Kong residents in immigrating to Canada. Newly announced pathways are open for those Hong Kong residents who are already in Canada with valid temporary residency. Marco Mendicino, Immigration Minister, Canada says, “Canada is offering two new paths to permanent residency for Hong Kong residents who work and/or are recent graduates already living in the country.”
A Historic Decision
The announcement of these pathways is a historic decision as it will give an opportunity to Hong Konger fresh graduates and young talent to stay in Canada and of course in the future, they will contribute to strengthening Canada’s economy. After the change in the National Security Law in Hong Kong and violations of Human Rights, the Canadian Government has come up with several initiatives to offer support for Hong Kong Citizens.
Who Can Apply?
All the Hong Kong youths (students, visitors, and workers) who have temporary residency in Canada can apply all the way through these two new pathways for permanent residency. The applicants need to meet to the some specific educational and language requirements when fulfilling their applications.

1,842 Express Entry applicants issued ITA

Immigration, Refugees and Citizenship Canada (IRCC) held a surprise draw for applicants under the Canadian Experience Class (CEC) category on 20th May 2021. It was also a pleasing surprise because the Comprehensive Ranking System (CRS) score came down to 397 only and 1,842 applicants were issued invitations to apply (ITA). This is the second-lowest score requirement of 2021 under this category.

The candidates who received the last invitation submitted their Express Entry profile before April 24, 2021 at 12:09:24 UTC as per the tie break rule (an administrative requirement by IRCC to publish the cut-off regardless of whether there was an actual tie).

Canada is committed to achieving their immigration target of welcoming 401,000 newcomers in 2021. Below is a graphical representation of the last 10 Express Entry draws held in 2021.

Please contact us now for more details or an Express Entry Assessment!

Express Entry Draw: 557 PNP Applicants issued ITA for PR

Immigration, Refugees and Citizenship Canada (IRCC) IRCC on 12th May 2021 issued an Invitation to Apply (ITA) for Permanent Residency (PR) to 557 Provincial Nominee Program (PNP) Applicants.

The latest Express Entry draw closed at a score of 752 and 557 eligible applicants received an ITA. All these applicants mandatorily required a PNP nomination. The applicants who have a provincial nomination through an Express Entry-linked-PNP, get 600 additional points added to their Comprehensive Ranking System (CRS) score. This is why the score requirements for PNP approved applicants is so high, without the PNP nomination, the score would be just 152.

IRCC always publishes a cut-off time for the tie-break rule as part of an administrative requirement, whether or not there was an actual tie. In this draw, the cut-off time was 29th April 2021, 10:18:12 am UTC, only those applicants who submitted their profile before this time were considered for the draw.
Tip: It has been observed that PNP applicants with Canadian work experience get an edge during the draw. One year Canadian work experience can get you 40 points on the CRS.

Express Entry – Canada 2021

Ever since 2021 has begun, Express Entry draws have only invited applications for the Provincial Nominee Program (PNP) and Canadian Experience Class (CEC). The reason being the travel restrictions imposed due to COVID-19 which do not allow approved permanent residents to come to Canada from abroad. IRCC is doing everything possible to achieve its target of 401,000 new-comers in 2021. Through Express Entry managed programs alone, IRCC has set a target of welcoming 108,500 new-comers and till date, 62.328 applicants have been issued ITA.

Study Permit - Fall 2021 semester

The Immigration, Refugees and Citizenship Canada (IRCC) requires the candidates to submit their complete study permit application for the fall 2021 semester before and on 15th May 2021. The final decision will be sent to the applicants by 6th August 2021, in time to attend the fall semester.

Things to know:

•    Application Fees for Study Permit: $150
•    Processing Time: It generally varies from country to country (you are advised to check the application processing times). The applicant may be required to give biometrics with their application. This processing time does not include the time you need to give biometrics.

What exactly is a Study Permit?
The study permit is a document issued by IRCC that allows foreign nationals to study at designated learning institutions (DLI) in Canada. Most foreign nationals need a study permit to study in Canada.
It is essential that the students aspiring to obtain a study visa have all the documents needed before they apply and the application has to be made before they travel to Canada.

Word of caution: A study permit is not a visa. It does not facilitate your entry to Canada. The candidate may need a visitor visa or an electronic travel authorization (eTA). It can be issued by IRCC along with your study permit (if approved).

Applicants from China, India, Morocco, Pakistan, the Philippines, Senegal or Vietnam might get their study permit faster by applying through Student Direct Stream.

Validity of Study Permit:
You can stay in Canada for the length of your study program, plus an additional 90 days. You can prepare to leave Canada or apply to extend your stay during this extra period.

1. If you’re taking prerequisite courses
If your school asks you to take courses before they accept you into the main program (you have conditional acceptance), your study permit will be valid for the length of those courses, plus 1 year. When you get accepted into the main program, you must then apply to extend your stay as a student.

2. If your study permit expires before you complete your course, then what?
If you don’t finish your courses before the date on your permit, you must apply to extend your stay as a student. If you don’t, unfortunately, you’ll have to leave your course midway and leave Canada.
3. If you finish your studies before your study permit expires, then what?
If you finish your studies before your study permit expires, your permit will be valid for 90 days from the day of completion of your studies.

4. What is the proof for completion of studies?
Your school will notify you by giving you a completion letter, transcript, degree or diploma and the date printed will be considered the date of completion. This document has to be shared as a proof of completion.

Can you go back home while studying?
Yes, you can go back home while you are studying, you may need to show proof you’re enrolled in your school upon return. If you have a visitor visa or an eTA, it must still be valid when you return to Canada.

Post Graduate Work Permit
The post-graduation work permit (PGWP) allows students to stay in Canada and gain work experience after they have completed their graduation. However, students must graduate from a recognized Canadian institution i.e. from DLIs, to be eligible for a PGWP.
Wondering, what is PGWP?

PGWP is an open work permit, allowing its holder to work for any employer in any location in Canada, and to change employers freely for up to three years after their graduation.

To obtain a post-graduation work permit, one must:
•    Currently hold valid temporary status or have left Canada.
•    Have graduated from an eligible DLI.
•    Have completed an academic, vocational or professional training program at an eligible institution in Canada that is at least 8 months in duration leading to a degree, diploma or certificate.
•    Have maintained full-time student status in Canada during each academic session of the program(s)
•    Have received a transcript and an official letter from the eligible DLI confirming that you have met the requirements to complete your program of study.
The PGWP helps graduates transition to permanent resident status in Canada. This permit smoothens your way to adopting the Canadian way of living and eventually be part of the larger community.

6000 Express Entry applicants invited with CRS score as low as 417

Immigration, Refugees and Citizenship Canada (IRCC) held the second largest draw in the Express Entry history on 16th April 2021, inviting 6000 applicants who had scores of at least 417 points on the comprehensive ranking system (CRS). The number of invites were increased by 1000 in comparison to the last Canadian Experience Class (CEC) only draw with the score requirement being 15 points less than the last time. It is a rare instance of an Express entry draw taking place on a weekend rather than on a weekday, which normally gives the applicants more time to work on their permanent residence (PR) application.
IRCC has evidently increased the draw sizes with the last three being the largest ever. This increase is to compensate for the pandemic induced decline in immigration in 2020. Canada is committed to achieving their immigration target of welcoming 401,000 newcomers in 2021. The previous record of 5,000 invitations was shattered in February when 27,332 candidates were invited to apply for PR.
The candidates who received the last invitation submitted their Express Entry profile before 1st March 2021 at 19:53:46 UTC, as per the tie break rule (an administrative requirement by IRCC to publish the cut-off regardless of whether there was an actual tie).

Visitors in Canada can apply for work permits - a blessing in disguise

A temporary policy shift will allow the visitors to now apply for a work permit. If you are a visitor in Canada right now, you can get your stay extended till 31st August 2021 without having to leave Canada. The visitors with a valid job offer can also apply for an employer-specific work permit, regardless of when they entered Canada.

This policy shift has come into effect from 1st April 2021 and the applicants must fulfill the following criteria:
•    have a valid visitor visa
•    have a job offer
•    submit an in-Canada application for an employer-specific work permit supported by Labour Market Impact Assessment (LMIA) or an LMIA-exempt offer of employment, no later than 31st August 2021
•    fulfill all other mandatory norms

An exemption has also been made for all those with a valid work permit in the last 12 months to start working for their new employer till their application is being processed. The applicants must adhere to the formalities required to be fulfilled to gain authorisation to work till the approval.
This policy shift was first announced in August 2020 and since then, more than 1,000 people with visitor visas have applied.

Since March 2020, starting with the first lockdown, the Government of Canada has not allowed visitors inside except for the ones exempted for reasons like reuniting with family.

BC issues Invitations for Skilled Immigration & Express Entry

The British Columbia PNP has issued invitations to apply (ITA) to qualified registrants in Skills Immigration and Express Entry categories.

Temporary suspensions have been lifted for 31 occupations that were previously excluded and ITAs are being sent to these candidates from February 16, 2021.
A separate draw has been conducted for Retail and Wholesale Trade Managers (NOC 0621) and Restaurant and Food Service Managers (NOC 0631) as both occupations have a high number of registrants and the need across all sectors of the provincial labour market must be balanced.

All candidates must have previously met and should continue to meet all program requirements at the time of registration.
Immigration plays an important role to support quality economic growth throughout British Columbia, hence program requirements will be continuously monitored and adjusted.

Canada is relaxing the eligibility requirements for Post-Graduate Work Permit and reiterating its co

Canada is relaxing the eligibility requirements for Post-Graduate Work Permit and reiterating its commitment to International student graduates during the pandemic.

Students who finish their entire postsecondary course online will be eligible for the three-year open work permit after graduation, which was not possible before.

Those applying need to meet all other PGWP eligibility criteria, including the requirement to have an approved study permit. The new policy will prove to be ideal for the students who hope to work in Canada after graduation as they will not have to miss out on opportunities, and the economy and society on the other hand will continue to benefit from all that international students bring.

These measures apply to all International students whose study program was already in progress in March 2020 when Canada first went into lockdown as well as those who are currently enrolled in a PGWP-eligible program, whose study program begins in any semester between spring 2020 and fall 2021. This new measure has come just weeks after Canada announced the renewal of PGWPs for up to 18 months. It must be noted that generally, the Post Graduate Work Permits have a fixed duration and cannot be extended.

According to statistics, in 2019, $21 billion were contributed to the Canadian economy by more than 572,000 international students, supporting 170,000 jobs through tuition and spending. More than 58,000 graduates also became Canadian permanent residents that year.

The service disruptions and travel restrictions put in place because the pandemic make it difficult for international students to come to Canada. Currently, international students are allowed to travel to Canada if they are attending a Designated Learning Institution (DLI) with an approved COVID-19 readiness plan.

Does PGWP support permanent immigration?

The PGWP lets international graduates from Canadian DLIs to work for any employer anywhere in Canada for up to three years. Immigration pathways like Express Entry, Quebec Experience Program, and the Provincial Nominee Program, value Canadian work experience greatly and some programs even require it. Therefore, work experience from a PGWP can actually support a future application for permanent residence.
