Canada’s IRCC has updated the table of proof of funds under the Express Entry program for2021. The new funds are applied to the certain skilled working classes who wish to immigrate to Canada. The federal government says that the deadline to update Express Entry proof of funds is 15 July, 2021. Who needs to update proof of funds?
The changes apply to Express Entry candidates under the Federal Skilled Worker Program (FSWP) and the Federal Skilled Trades Program (FSTP) without valid jobs. It does not apply to those candidates who have a valid job offer and enough funds to survive and support their families in Canada.

Who Can Apply?

Eligibility criteria to apply for the permanent residency under Stream A includes;

Immigration, Refugees and Citizenship Canada (IRCC) IRCC on 12th May 2021 issued an Invitation to Apply (ITA) for Permanent Residency (PR) to 557 Provincial Nominee Program (PNP) Applicants.
The latest Express Entry draw closed at a score of 752 and 557 eligible applicants received an ITA. All these applicants mandatorily required a PNP nomination. The applicants who have a provincial nomination through an Express Entry-linked-PNP, get 600 additional points added to their Comprehensive Ranking System (CRS) score. This is why the score requirements for PNP approved applicants is so high, without the PNP nomination, the score would be just 152.
IRCC always publishes a cut-off time for the tie-break rule as part of an administrative requirement, whether or not there was an actual tie. In this draw, the cut-off time was 29th April 2021, 10:18:12 am UTC, only those applicants who submitted their profile before this time were considered for the draw.
Tip: It has been observed that PNP applicants with Canadian work experience get an edge during the draw. One year Canadian work experience can get you 40 points on the CRS.
Express Entry – Canada 2021
Ever since 2021 has begun, Express Entry draws have only invited applications for the Provincial Nominee Program (PNP) and Canadian Experience Class (CEC). The reason being the travel restrictions imposed due to COVID-19 which do not allow approved permanent residents to come to Canada from abroad. IRCC is doing everything possible to achieve its target of 401,000 new-comers in 2021. Through Express Entry managed programs alone, IRCC has set a target of welcoming 108,500 new-comers and till date, 62.328 applicants have been issued ITA.

IRCC opened the new portal for TR to PR on May 6, 2021. Very surprisingly, the portal is not only easier to operate, but also running smooth. It did not crash, IRCC proved all the speculations false.
International graduate stream has reached its limit of 40000 applications in near about 24 hours. However Essential workers non-health care and health care are filling slower and expected to last for coming weeks.

What exactly is a Study Permit?
The study permit is a document issued by IRCC that allows foreign nationals to study at designated learning institutions (DLI) in Canada. Most foreign nationals need a study permit to study in Canada.

Validity of Study Permit:

1. If you’re taking prerequisite courses
If your school asks you to take courses before they accept you into the main program (you have conditional acceptance), your study permit will be valid for the length of those courses, plus 1 year. When you get accepted into the main program, you must then apply to extend your stay as a student.
2. If your study permit expires before you complete your course, then what?
If you don’t finish your courses before the date on your permit, you must apply to extend your stay as a student. If you don’t, unfortunately, you’ll have to leave your course midway and leave Canada.
3. If you finish your studies before your study permit expires, then what?
If you finish your studies before your study permit expires, your permit will be valid for 90 days from the day of completion of your studies.
4. What is the proof for completion of studies?
Your school will notify you by giving you a completion letter, transcript, degree or diploma and the date printed will be considered the date of completion. This document has to be shared as a proof of completion.
Can you go back home while studying?
Yes, you can go back home while you are studying, you may need to show proof you’re enrolled in your school upon return. If you have a visitor visa or an eTA, it must still be valid when you return to Canada.

Immigration, Refugees and Citizenship Canada (IRCC) held the second largest draw in the Express Entry history on 16th April 2021, inviting 6000 applicants who had scores of at least 417 points on the comprehensive ranking system (CRS). The number of invites were increased by 1000 in comparison to the last Canadian Experience Class (CEC) only draw with the score requirement being 15 points less than the last time. It is a rare instance of an Express entry draw taking place on a weekend rather than on a weekday, which normally gives the applicants more time to work on their permanent residence (PR) application.
IRCC has evidently increased the draw sizes with the last three being the largest ever. This increase is to compensate for the pandemic induced decline in immigration in 2020. Canada is committed to achieving their immigration target of welcoming 401,000 newcomers in 2021. The previous record of 5,000 invitations was shattered in February when 27,332 candidates were invited to apply for PR.
The candidates who received the last invitation submitted their Express Entry profile before 1st March 2021 at 19:53:46 UTC, as per the tie break rule (an administrative requirement by IRCC to publish the cut-off regardless of whether there was an actual tie).

A temporary policy shift will allow the visitors to now apply for a work permit. If you are a visitor in Canada right now, you can get your stay extended till 31st August 2021 without having to leave Canada. The visitors with a valid job offer can also apply for an employer-specific work permit, regardless of when they entered Canada.
This policy shift has come into effect from 1st April 2021 and the applicants must fulfill the following criteria:
• have a valid visitor visa
• have a job offer
• submit an in-Canada application for an employer-specific work permit supported by Labour Market Impact Assessment (LMIA) or an LMIA-exempt offer of employment, no later than 31st August 2021
• fulfill all other mandatory norms
An exemption has also been made for all those with a valid work permit in the last 12 months to start working for their new employer till their application is being processed. The applicants must adhere to the formalities required to be fulfilled to gain authorisation to work till the approval.
This policy shift was first announced in August 2020 and since then, more than 1,000 people with visitor visas have applied.
Since March 2020, starting with the first lockdown, the Government of Canada has not allowed visitors inside except for the ones exempted for reasons like reuniting with family.

The British Columbia PNP has issued invitations to apply (ITA) to qualified registrants in Skills Immigration and Express Entry categories.
Temporary suspensions have been lifted for 31 occupations that were previously excluded and ITAs are being sent to these candidates from February 16, 2021.
A separate draw has been conducted for Retail and Wholesale Trade Managers (NOC 0621) and Restaurant and Food Service Managers (NOC 0631) as both occupations have a high number of registrants and the need across all sectors of the provincial labour market must be balanced.
All candidates must have previously met and should continue to meet all program requirements at the time of registration.

Canada is relaxing the eligibility requirements for Post-Graduate Work Permit and reiterating its commitment to International student graduates during the pandemic.
Students who finish their entire postsecondary course online will be eligible for the three-year open work permit after graduation, which was not possible before.
Those applying need to meet all other PGWP eligibility criteria, including the requirement to have an approved study permit. The new policy will prove to be ideal for the students who hope to work in Canada after graduation as they will not have to miss out on opportunities, and the economy and society on the other hand will continue to benefit from all that international students bring.
These measures apply to all International students whose study program was already in progress in March 2020 when Canada first went into lockdown as well as those who are currently enrolled in a PGWP-eligible program, whose study program begins in any semester between spring 2020 and fall 2021. This new measure has come just weeks after Canada announced the renewal of PGWPs for up to 18 months. It must be noted that generally, the Post Graduate Work Permits have a fixed duration and cannot be extended.
According to statistics, in 2019, $21 billion were contributed to the Canadian economy by more than 572,000 international students, supporting 170,000 jobs through tuition and spending. More than 58,000 graduates also became Canadian permanent residents that year.
The service disruptions and travel restrictions put in place because the pandemic make it difficult for international students to come to Canada. Currently, international students are allowed to travel to Canada if they are attending a Designated Learning Institution (DLI) with an approved COVID-19 readiness plan.
Does PGWP support permanent immigration?

150 years ago, the first Hong Kong residents arrived in Canada and the ties have only grown stronger with time.
With the recent change in Hong Kong’s National Security Law and the cases of disrespect for human rights violations rising in Hong Kong, Canada is committed to the cause of persecuted nationals and enabling provisions to settle in Canada. Honourable Macro E.L. Mendicino, Minister of Immigration, Refugees and Citizenship (IRCC), the Government of Canada announced several initiatives in support of immigration from Hong Kong to Canada in the month of November 2020.
Continuing with the trend, Minister Mendicino announced that the residents of Hong Kong can apply for open work permits, with effect from 8th February 2021. These work permits will be valid for 3 years, enabling them to gain valuable employment experience and actively participate in the socio-economic life of Canada. Certain eligibility criteria to apply for the open work permit has to be fulfilled such as the applicant must have graduated with a Canadian post-secondary diploma or degree in the last 5 years, or hold a foreign equivalent. A post-secondary diploma must be of a minimum 2 years.
Who all can apply?
All the Hong Kong residents currently living temporarily in Canada, including visitors, students and workers, can apply online. All those applying from outside Canada may not be able to come to Canada owing to the travel restrictions unless they have a job offer or qualify for travel exemption subject to fulfilling public health requirements.
Yet another relief for Hong Kong residents to become permanent residents of Canada, the government will roll out two other pathways by the end of 2021. The first being for applicants with one year work experience in Canada, who meet the language and education criteria. Immigration, Refugee and Citizenship Canada (IRCC) held its 2nd Express Entry draw on 21st January 2021 and invited 4,626 candidates for permanent residency. As per the Immigration Levels Plan for 2021-23, IRCC is planning to invite 110,000 immigrants under the Express Entry draws per year. The same enthusiasm of welcoming skilled immigrants will continue for the next three years as this new workforce will help strengthen the Canadian economy.
Do you know about the Express Entry process?
The Express Entry process has two steps:
First- The eligibility check. All the applicants applying under the skilled worker category must be eligible for at least one program amongst the Federal Skilled Trades Program (FSTP), Federal Skilled Worker Program (FSWP) and Canadian Experience Class (CEC). All eligible candidates can submit their profile on IRCC’s website, based on which they will be awarded a CRS score.
Second- The draw system. IRCC usually conducts draws fortnightly and issues Invitations to Apply (ITA) for permanent residency based on the CRS cut-offs.
If the applicants are able to get a provincial nomination through Express Entry draws, they are given 600 additional CRS points which guarantees their ITA.
In 2021 till now, only program specific draws have been conducted, IRCC is yet to conduct an all-program draw.

The short-comings brought to light by the self-evaluation done by the immigration department highlights areas where Canadian citizenship processes need improvisation. A report in this regard (an analysis of the period between 2013 to 2018) was released in November 2020 and mentions that the Immigration, Refugees and Citizenship Canada’s (IRCC) has come out with some recommendations on how to address these short-comings. The report is an outcome of an accountability exercise under the supervision of the Treasury Board.
As is the case now, after living in Canada for at least three years, the permanent residents become eligible to apply for citizenship, subject to fulfilling other eligibility conditions. The permanent residents must pass a citizenship test/ interview and must prove their language competency skills in English or French.
Some insights are as follows:
The current application fee rates are $630 for adults and $100 for minors (children under 18 years of age). IRCC has commented that there is a need to re-examine the fee structure in order to bring equity in the application process.
As per IRCC’s findings, the two requirements of knowledge and language are difficult, especially for the refugees and people with low language proficiency and education. These requirements can be waived-off on compassionate grounds, but the problem is that parameters are not well-defined for these cases. As a result, most waivers end up being issued on medical grounds.
As per the process, waivers have to be requested by applicants, but the process is cumbersome, due to which there were very few waivers requested during the evaluation period.
As per IRCC, the criterion for assessing the applicant’s language ability does not always reflect the applicant’s actual language ability. Due to the assessment’s broader range and given that ability in itself is subjective, it becomes difficult for immigration officers to assess language ability. To add to this further, the officers concerned are themselves not formal assessors.
Therefore, IRCC is inclined upon creating a system in place to equip officers to validate language evidence and provide better support to assess language ability.
IRCC found that the study guide and knowledge test already have a higher language level requirement than the actual test itself and there is a need for more tools and support for applicants. Therefore, there are plans to implement a new approach for the knowledge requirement. Possible revisions to consist study guide or other tools to improve the accessibility of the required information.

Leave can adversely impact your post graduate work permit application . Real suggestion for all international students out there is try not to take any leave if possible during your studies unless you have finished one program of study and you’re switching to a new one and the new program is not starting until the next semester. Even in that case leave must not be more than 150 days.
Another example of leave that does not impact your eligibility of post graduate work permit is , if your Institute is on strike but you are available to study which means its out of your hands.
Apart from these exceptions if you think that in any other way you became part time during your studies or your grades were lower consistently or you see other components in your official transcript that might impact your post graduate work permit eligibility like you dropped one or more semester for any reason , Then you should put a very good explanation with your application along with the supporting documents to prove to the officer that you had no choice except from becoming part time or drop the semester or whatever your situation was. Now let’s talk about the length of the post graduate work permit .
Length of a post graduate work permit depends on the length of your program for an example if you finish a program of eight months you might get a work permit of 8 months or one year. So, lets take a scenario that the actual length of the program is one year which is three semesters but you have finished it accelerated which is in eight months you still might get 1 years work permit. On the other hand if the official length of the program is 8 month and you have also finished it in eight months you might get only eight months work permit. Again every individual case can be different but this is just an example to explain this.
Some institutes allow you to accelerate your studies for an example sometimes the official length of the program is two years and student finishes it in 1 1/2 years still they will get a completion letter of two years in those cases student may get three years work permit even if they have studied one and a half year.
Another points that I would like to highlight is if you are studying two different programs in Canada try to finish those two programs in two years and both programs must be Pgwp eligible. And you must meet all of the requirements of bg WP eligibility during the entire term of both programs. For example if you were part time in just one of the semesters in the middle of your first or second program that can make you ineligible for pgwp.
As part of the efforts by the Canadian government to contain the spread of the coronavirus, the government has launched a new free app known as ArriveCAN. The app was introduced earlier this year April, 2020 and set to become operational by November 21, 2020.
A statement released by the official media handle of the federal government stated that that the app would be helpful to travellers by making them abide by the set border guidelines and measures put in place to help stop the spread of the coronavirus. The app is available for download as a mobile app on the App store for iOS users and on Google Play store for Android users. The app is also accessible via the online sign in portal.
From November 21, 2020, all travellers that are moving into Canada must ensure that all their necessary and vital information are submitted via the ArriveCAN app before boarding the flight. The information required includes – contact information of the traveller, COVID-19 self assessment report as well as quarantine plans while observing the compulsory 14 days quarantine period in Canada.
The Canada Border Service Agency (CBSA) will demand the ArriveCAN receipt from all travellers before allowing them entry into Canada. Any traveller that fails to comply with the requirements of the ArriveCAN app might be subjected to certain enforcement actions which may include a fine of $1000 or a verbal warning. The government stated that the aim of the introduction of this app is to ensure that the spread of COVID-19 is curbed and there is less physical contact between travellers and Border Control officers and also to reduce time wasting and delays at the border.
The federal government further stated that the privacy of the travellers are fully recognized and this is the reason why the ArriveCAN app does not contain any GPS tracking feature.
The Canadian government has just announced a new travel restriction exemption for international students that are just arriving Canada amidst the COVID-19 pandemic.
In a notice titled “COVID-19: guide for international students in Canada arriving from abroad.” Which was released on the official government website, the federal government clearly outlined the various roles to be played by the government of Canada, territories and provinces as well as Designated Learning Institution (DLIs) in ensuring that international students are properly supported.
The Public Health Agency of Canada also contributed to the notice by rendering the necessary health and safety advice for the return of the international students.
One of the key highlights of the notice will be that all international students as well as their family members who show both mild and serious symptoms of coronavirus will not be allowed to board any flight coming to Canada. If the symptoms however show up upon entry into Canada, the student will have to be properly examined by a medical expert and may not be allowed to enter Canada yet or the student will be transported to a hospital for proper medical check-up.
Canada has a regularly updated and approved list of schools that have exhibited a high level of readiness for coronavirus. International students will only be allowed to start up their studies in any of these schools.
International students would need to be granted travel authorization which is different from a study permit or study permit approval. The students would be communicated once there is a cancellation in the travel authorization as a result of any change in circumstances at the school or territory or province.
International students may be turned back by the Border Services Officer if they fail to show that they are entering Canada for the purposes of studying in any of the approved DLIs in Canada.
An immediate family member of the student may be allowed to accompany the student into Canada provided that such a person is the husband or wife of the student, child or parents/guardian where the student is a minor. The family member must be able to show the student that they are not coming into Canada for leisure purposes rather they are moving in to help the student get established in Canada.
The Canadian government has also made quarantine plans for both international students as well as their family members arriving Canada. This is a compulsory 14 days quarantine that requires the students as well as their family members to wear a face mask during their travel and also to the place of quarantine.
Students are advised to make a plan for the quarantine period which would also be inspected by the Border officers. The students must ensure that they stay in an individual apartment during the quarantine period. They should also avoid contact with every other person especially those that are at higher risk of being adversely affected by the coronavirus such as the elderly, those with underlining health challenges and others who have a compromised immune system. The students should also make plans for home food delivery services during the quarantine period.
Where the student is living in a family house with other members of the household or living with housemates, the student should always self – isolate in a separate room or space. The student should regularly disinfect the area at all times during this period.
The Canadian government has placed a fine of $750,000 CAD as well as six months jail time for failure to abide by the quarantine regulation. Where any person causes the death of another due to the failure to abide by the quarantine regulations, the person would liable to a fine of $1 million as well as a three years jail term.
